I have had a job or two that I would like to put on my resume because it shows that I have applicable skills to a job that I want to apply for. However these were under the table jobs, could I list these jobs or leave them out? Would they think I am lying since these jobs won't appear on my work history?

You should list these jobs on your application. Only mention they were under the table jobs if you're ask, then explain why you were working under the table. The most important aspect of interviewing is being honest even when it doesn't make you look as good as you'd hope.
